This is similar to asking why there isn't a Lamborghini-equivalent for pickup trucks, or why I can't buy a pair of Gucci hunting boots. "Tactical" firearms are a subclass of weapons that are defined primarily by their (perceived) utility, and they are bought specifically because they can be covered in mud, thrown in the back of a truck, and still function.

Luxury firearms, on the other hand, are works of art first and functional implements second. They are status symbols meant to demonstrate one's wealth to other rich people that also engage in the higher echelons of shooting sports such as exotic trophy hunting and sporting clays.

Because tactical is practical and useful not flamboyant.

because if you're rich AF you don't use a gun for anything other than shooting clays or shooting exotic animals you paid thousands of dollars to kill. these guns aren't for gun people in the same way that rolls royces aren't for car people, they're for rich people who want the most expensive things so they can let everyone know how rich they are.
