Fourth gen peacekeeping (what some academics call post war rebuilding) takes much longer than people expect. It's politically unviable, but Obama should have kept troops in Iraq and Afghanistan. Not to mention that the process of post war reconstruction for a war ravaged country is increasingly complex, especially when you have non-state actors/insurgents as main opposition.

Having to deal with multiple factors such as education, infrastructure, economic growth ect... just adds onto the list of things that need to happen on top of protecting your own men from the insurgents.

The traditional post war reconstruction like Germany or Japan are a thing of the past, nowadays there are more non state actors and the conflicts themselves generally are intra state as supposed to inter state (ISIL in Iraq and Syria is a complex one I haven't yet pinned down yet)

Post war reconstruction for countries takes a long time, and since the locals are waging an asymetric war against the US, it takes even longer for the infrastructure, government and security forces to build up to the point where they can be left to their own devices.
