What effect does a compensator have on bullet velocity? I know that barrel porting causes a small decrease, but I don't know if that also applies to comps.

He's thinking of ported barrels, not bolt on comps.
Negligible.
The reason that ported barrels decrease velocity is because the ports redirect expanding gas that would otherwise be helping to push the projectile through the barrel.
Since a commentator is just attached to the very end of the barrel, it wouldn't decrease velocity.
