Usually denotes some kind of aide, usually to a very senior officer or even a politician. The officers that carry the "football" (Nuke launch codes) for the president have them on their uniforms.

There are different types.
Agulets are worn by officers on a staff or cerimonial appointment. It is a combination of cords that once was used to secure back and breast plates.
Others will wear a single cord called a lanyard. This is a duel purpose cord, it could secure a hoof knife or tool and was also used to carry fodder.

Honor Guard exists for screwups who need to re-prove to their command that they can stop getting in trouble. It has always been fuckup duty and a way of getting out of working.

At least in the german army, these ropes mean that the soldier is a good rifleman and has proved to be a good shooter.
At least some elements of the modern uniform served a pratical purpose some time ago. The Fourragère was probably the lanyard used to attach the side weapon or the whistle.
