This, TBQH dude. The "Mini's are inaccurate" meme is a meme, new rifles are ~2-3 MOA and improved with an Accu-strut. Ruger customer service is great and if anything is wrong you can send it in and they'll replace whatever is fucked.

Did you look on Armslist? I see SKSes there all the time - in California - for $400-500, If worse comes to worse, you could mail order a Yugo off of J&G, have it shipped to an FFL in-state, and go from there.
In addition, there are some great gun shops in California that have milsurps and other rifles that somehow manage to not quite be "assault rifles" under California law. I'm in the Bay Area, and even here in loony left central there are five good places I can think of right off the top of my head: Krausewerk in San Mateo, Setterarms in Walnut Creek, Reed's in San Jose, Elite Armory in Castro Valley, and the Old West Gun Room in El Cerrito. All of them are great. Don't let the rumors about Bob at Old West scare you - he's only shot a few customers, and only after they *really* got out of line.
Anyhow, look around a bit and you'll find way more here than you thought existed.
