I'm going to cross post tidbits from someone way more qualified than me to discuss the topic.

The stories of crooks with their heart blown apart fighting for several minutes with no effect often turn out to be a lung shot only or a gut shot with the accuracy enhanced by the third retelling of the story. There are crooks out there with pistol bullet scars all over their body's (often with stab wounds). What you don't see is them pointing at a sternum where a high performance bullet entered.

Late, but up until this week, HK held the DHS/ICE/CBP contract (.40S&W USP-Cs, P2000s, and P2000SKs in LEM). That is currently the largest LE pistol contract in the country in terms of number of guns, and thus the one everybody wants to grab. I think they got it in 2004. SIG picked it up this week with the P320 as part of a switch to 9mm, as the rank and file apparently wanted striker-fired guns (ICE had previously allowed personally-owned weapons from an approved list. Glocks were popular. The solicitation for the contract this go-around required a striker-fired gun).

HK seems to target large contracts moreso than smaller local PDs. That's not to say they aren't out there, but they aren't pulling a Glock or S&W and offering to buy the agency's old guns and give them new ones for basically free.
