Will there ever be tanks that use leg stabilizers to pivot the barrel upwards and turn into artillery?

In many ways they already exist. Not tanks really, but SPGs exist that do similar things. The M107 uses hydraulic spades to dig in for example.
Wheel using SPGs often have what you'd classically think of as legs, like the Serb's SOKO or the Israeli ATMOS 2000.

Having siege tanks isn't something that will be practical soon due to issues in turret design. You would either have to make the turret huge for the traverse to work properly and store ammunition, or make an oscillating turret where there wouldn't be much ammo to go around.
