As far as 'ultimate' goes, the weaknesses of a weapon have to be taken into account.

While the offensive capabilities where great, the weaknesses the man-mounted fuel tanks exposed would disqualify it from an 'ultimate' position. Not to say it isn't an interesting weapon with incredible effects on every war it was used in.
