The rebalance module is ass, go with Jsawyer ultimate instead. jsawyer, among other things, makes the Varmint Rifle shoot .22lr, so you start the game with shit tons of .22, instead of 5.56, making the game instantly harder.

Really the nuclear war wasnt *that* bad, only 80% casualties.

Also Enclave in 3 have numerical superiority, and NCR have ridiculous numerical superiority in NV but theyre very spread out
