Mobility is heavily dependent on logistics.
Logistics my good man.
It's a boring as fuck answer but that's all there is to it.
You can have 100,000 strong force of super thunder patrol meisters but if you've no way to:
A)Get them where you want your killing done
B)Keep them doing the killings by supplying them with killing implements
C)Keep them well fed and watered
then your dreams of being Fag-Emperor will last about a week.
Which is strange seeing as self sufficience and living off the land is quite a major part of pretty much all infantry training.
