Militaries, all of them, are usually so conservative they ignore simple, obvious and inexpensive improvements. If you can hear, you can communicate better. Lower firearm background noise is good even with INTERMITTENT louder weapons because you can speak between noise spikes.

For any number of reasons; they quickly overheat during firefights, they're expensive, sometimes you want the enemy to know they're being shot at-it's called suppressive fire-, when used without subsonic ammunition it's debatable how beneficial they really are, not to mention it reduces a weapons effective range. Seriously there's any number of reasons they're not mentioned in mass.

Equipment is already pretty modern. It's not economically feasible to equip everyone with gucci shit. Suppressors wear out and are expensive, considered unnecessary when you've got a squad or platoon opening up with rifles in addition to mg's and explosives.
How about military shouldn't be so gear focused and instead be more tactics/strat/and training focused?

The sonic crack and impacts should be enough for visual and sound effect. However suppressive fire isn't suppressive unless it can actually threaten the opponent; completely inaccurate fire just makes the enemy bolder when they realize you aren't hitting anywhere close. If you hit an enemy that sticks his head out in the relative """"quiet""" then that will cause actual suppression in the long run.

Suppressors aren't a good idea because suppressive fire needs to be loud and scary to work properly.
Ballistic improvements from a suppressor are really minor and could be achieved with a 4 inch longer barrel.
Communication would be easier with a squad equipped with suppressors, however soldiers make do using non-audio communication like hand signals or lip reading.
War would sound like tinnitus regardless. Hand grenades, and other explosives are even louder than gunshots and would cause plenty of EEEEEEEEEE

Who knows, they're the same outfit that feel a heavy-barrel AR is more suitable for the suppressive fire role than an M249, so their reasons could be literally anything.
