Yes but you can tune them to FRS channels and limit the output to 5 watts, effectively duplicating a blister pack walkie talkie with much better pick up range. This is still illegal, but nobody really polices FRS bands and it would be almost impossible to catch someone doing this since their radio would sound like any other FCC approved FRS radio.
