That's not really how it works. Security Clearance only goes up to Top Secret. There is no Super Duper Top Secret.

The extra secrecy comes from compartmentalization. Compartmentalized programs can be read to anybody with the right clearance, but only if the person has a need to know as determined by whoever is running the project.

Pretty much what I'm getting at. The president might not be read onto some super highly technically detailed program because he doesn't need to know the details. He can just get the reports from that program and not work about every detail of how it was obtained.

NTSB oversees both light and heavy rail.

Heavy rail transports a LOOOOOOTTTT of military equipment and munitions, as well as a lot of civilian explosives (everywhere from commercial small-arms ammo to all the high explosives used in mining and demolitions). And of course light rail (passenger trains/amtrak/subways/etc) are a good target for terrorism.

I still don't see why they have a discrete tactical section with multiple teams considering how closely they work with the US Marshals.

I actually saw a USPS tactical team working in conjunction with the Railroad Police here. Granted, they weren't opr8ing opr8onally, they were using climbing gear to check the underside of a suspension bridge for (I'm assuming) damage on a branch that prett much exclusively services one of the major mail depots in the midwest.
