Counter terror units, both eastern and western have been using shields since forever. the ruskis use a man portable level 5a or 6a shields, using a harness system. They also use ballistic suits, both east and west.

The set up is too clunky, and big. It's use would be severely limited, and would NOT be something that soldiers would carry all the time.

SWAT or police use would be more likely since they're not humping it over mountains, forests, and jungle.

Also what happens if he gets knocked over? He looks like he'll get tangled up af.
