If I recall correctly, that's what the lightweight wicker barriers the Persians carried around were specifically for. They came expecting an archery shootout, which they could usually win. Sure, you could argue that this is basically a shield, but it's really more of an ancient pavise.

...you could argue that a pavise is just a specialized shield, but come on man, they didn't have anti-arrow-arrows or really big turbines to blow arrows away or something. Your physical defenses are basically gonna be barriers of some sort. Otherwise, the defenses were mostly tactics. Outrange, outmaneuver, don't bunch up under fire, etc.

I'm sure that a lot that got through were bumped in flight by other arrows, or glanced off of the pikes.
