I wonder if these people are in a state where only concealed carry is allowed. If that were the case I could see how some wouldn't care if they were printing anyway, because the gun itself just can't be visible.

I live in Dallas TX, and since open carry was legal here, I've seen exactly 1 person open carry
A fat, I mean sloppy fat, not just bad genes, Mexican with his 10ish year old kid, wearing a baggy sports jersey of some sort (don't remember), basketball shorts, and flip flops, I couldn't even see by what means his pistol was secured or even what kind it was, but it was hanging out at a wierd angle like whatever clipped the holster to him was too low, so the pistol grip stuck out. I was just stupefied at the whole ordeal, and the fact that not one piece of his clothing was firmly secured to him, so surely his gun must be even less secure. Also he had a kid, about 10 years old with him. Also this was in a Walgreens in a fairly upscale part of town I pass through on my commute, so the whole thing just befuddled me
When I have thoughts about TX and open carry I think of the older gents I see wearing button down shirts, tucked into well fitting jeans, with a nice leather belt and leather holster that look like they were sold together, who aren't regular cops but are obviously some sort of law enforcement, since I used to see them before open carry became a thing here
