First off, it’s not a silencer. That’s a marketing ploy. It suppresses the sound of a gun from “ear-damagingly loud” to “wow that was really loud .
Feel free to look up the decibel values and comparisons yourself.

But more importantly, it is a safety device. It makes so that people don’t harm their hearing.
Yet the government has made it nearly impossible to obtain them without expensive and lengthy processes.

If the government made it so car manufacturers couldn’t put safety belts in vehicles, and you had to pay extra and full out paperwork to get basic safety features, wouldn’t you be justly upset?
Yet there are more guns than cars in the U.S. now.
And cars are merely a privilege. Yet guns (a right) are restricted.

This is why it is important and urgent.

Sure, if we were talking about the original invention, we would have to call it a silencer because that's what it was called. However, the devices are designed by many manufacturers to suppress the sound and, therefore, the shorthand name can be suppressor.

Regardless of what it was originally called, they're all devices designed to suppress the report of a firearm, not silence it. Therefore, it is logically flawed to call all suppressors silencers.

Reason for suppressors:

There are plenty of places that are safe to shoot and places that could have gun ranges if it were not for the noise pollution to nearby homes/towns

there is no reason for me not to be able to shoot with a can at the range, it does not hurt anyone or make my weapon more deadly but it can dampen the sound and open up more ranges and lessen the annoyance some ranges cause

Don't really know much about suppressors specifically, but I have had several senior level classes in noise propagation/control. A lot of fins like that would most likely help by eliminating sound by reflection after the sound producing time periods have ended. However, the expansion chamber would be significantly smaller, so there would be a louder noise from expanding gas. So a trade off. Don't know which would have a larger effect: the increase or decrease in noise.
