Because that's the exact same gas block used on all their other SLRs and comparatively it's piss easy to just do what they did instead of allocating resources and dedicating a CNC machine to making the gas blocks look differently to appease the people who care. Those gas blocks are made from castings and are probably churned out by the hundreds at very low cost to Arsenal.

If you're talking about the gas blocks like they used on the Sam 7 classics, I think those were probably made by Arsenal USA. Arsenal USA used to make more parts on the guns than they do now. The original SAM7SF from Arsenal had a USA made CNC receiver and cost a shit ton. The SAM7SF now has the Bulgarian forged receiver (same one they use on their bread and butter military carbines) and is about half the price. Back then AK collecting was more niche than it is now that Travis Haley has started using one and 5.45 is actually popular. I suspect Arsenal USA made those AK47 style gas blocks on CNC. Bulgaria never made AK47s for military production in that time (nor did they make AKMs) so I don't imagine they actually have any type of production line for those gas blocks. All that trouble compared to the 90 degree blocks which probably cost them pennies.

I'd suggest you hunt around for a proper M70 stock.

Or if you think that balsa wood will take it, sand off the shiny coat of whatever is on it.
Once you've got bare wood, throw a little lemon oil on it.

Then shoot it, a lot.
Once there's nothing stopping dirt from getting into the wood, it'll get dark and start to match the handguards.
Once it's close, clean it of surface dirt and throw a coat of BLO on it.

tl;dr if you want an AKM just abandon the "Russian" bit unless you have mental problems, a lot of money, and even more patience.
