Not really, unless it's private property you own or unless the owners of the property allow you. Otherwise we only have one National Forest here, and it's like two hours away from me so I'm not sure what the laws are there.

OP's best bet is to find a neighbor/friend with a good chunk of land and get their permission to shoot on their property, perhaps offer to maintain the bits and areas of their property that you use, that is what my friends do to use ATV trails on private property in VT

There is a closed gravel pit were allowed to shoot in here. The city wanted to make a public shooting range but a township said no and just because noise I always just assumed other counties had public shooting ranges

Man I wonder the same thing here in Louisiana. I actually emailed the people in charge of WMAs here and they all told me it's not allowed. Some of the WMAs do have shooting ranges.
