Can 7mm RemMag defeat body armor? Up to what level of protection?

I ask because afaik all the commercially-available rounds are soft-tip as it's pretty much exclusively used for hunting.

Hypothetically, if I own an M85-PAP (5.56 AK pattern pistol) with a side folding blade "brace". And for the sake of argument, I go the a public range and a friend wants to shoot it so I verbally explain to them that if they need support that they should pull away from their body with the pistol keeping tension on the sling.

If, while I'm a lane over, and they ignore my advice and shoulder this "brace", but are completely ignorant of the law, could they get a federal vacation? Could I?

Can somebody here explain how Hi Points manage to be so shit? All it should've been was a cheapened and simplified HK VP70, which means a double stack magazine, a usable safety, and deep rifling to keep its bulk down. Why won't they just redesign it after so long?
