Is there any police/mil surplus that I could purchase that can accomplish this while being concealed under a light jacket or button up?

I think it has to do with government contracts, having the police departments signing that they will not resell old vests.
The manufacturers do not want the civilian market in the US to become saturated with secondhand vests of their brand, driving down the price.
The manufacturers only care about printing money, that's why all of them state that a vest needs to be replaced every 5 years.

Soft armor rated for 9mm would protect against most threats, it's really flexible but you're probably going to look kinda chubby with it. Wouldn't want to get hit by one with it on even because no backing/padding it'd probably hurt just as bad as if the bullet went in even if it didn't do as much damage.

There's a reason for that. If you extend the body armor down it'll reduce mobility and make it hard to bend over/sit down.
If you're really worried about that you could always buy a vest meant for someone taller than you.
