Either he was shot with a different and more appropriate weapon from a more solid firing position (and possibly from much closer) or that dude just used up multiple generations of his ancestors' luck.
But anyway, yes a pristine-condition Mosin can be relatively accurate (2 MOA or better) with new production match ammo (which is expensive and relatively rare with only 2 companies loading it in small batches), but for every Mosin capable of 2 MOA or better with match ammo there are 50,000 sewer-bored thrice-captured and twice-rearsenaled counterbored shot out POS's that you're lucky if they're not keyholing at 50 feet, and 500,000 that are somewhere in the "solidly usable but meh accuracy" band.
