Wouldn't surprise me.
While I doubt the higher level of Saudi government is directly involved in funding and supplying terrorism, I believe that there are enough rich oil barrons with enough governmental ties to place orders for military grade hardware and in turn supply it to their special interests.

The liveleak videos aren't ISIS, they're JaN or al-Nusra front, or some affiliated group.

There are less than a dozen recorded instances of ISIS using TOWs. Compared to the thunderheads of instances of the Rebels using the TOW. The Saudis are probably funding ISIS but not with TOWs.
