All I want is a simple ruggedized VHF/UHF that accepts military accessories and headsets without jerry rigging... Is there anything like this out there that does not cost $1000?

The best relatively cheap one is motorola p210.
Firefighters and police still use it in 3rd world countries because it's waterproof and can take a lot of punishment.
They are very old though, so you can't expect the performance of modern radios.
My dad still has a few on sale for about 50 euros(free programming included).

Try to find a Yaesu HT that you like. There are plenty adapters that exist out there to make them compatible with computers, military PTTs, etc.
