It depends on which side is doing the attacking. Considering the Evangelion units all depended on being tethered to a power source minus Shinji's with the s2 engine, their supply lines if trying to attack would end up being a bigger problem for them than Germany's were during WWII. I'd say whichever side is the attacker would lose in the situation.
