If your budget is $700, get a S&W M&P15 or some other $500ish AR-15. Buy a few hundred rounds of ammo. Buy like 5 PMAGS, buy a chinese chest rig for $20. There, now you have a decent riot setup.
Maybe buy a gas mask with an offset filter. Milsurp ones are cheap. Couldn't hurt if there is a possibility of tear gas.

This might go like $50 over your budget depending on what ammo you buy, but I would recommend at least getting Wolf Gold (brass case) since some ARs seem to have problems cycling steel case ammo. Better to spend a little more money on ammo that has a much higher chance of working in your rifle

You're in a big city, maybe think about a shotgun instead. A 12 gauge pump-action with low-recoil buckshot (and some slugs just in case) isn't a bad option. Alternatively, a 20 gauge could work for you. Go with a shorter barrel (20 inches or less) and you should be fine.

That will cover most of your home-defense needs. If you are worried about a bigger problem, then the SKS is a good choice.

Also, give some thought to a pistol when you're out of the house. In the event of shit going down it would be nice to have that to carry, legal or not.

You have plenty of options I figure between some of the guys here recommending cheap AR builds, M14s, sks, or maybe even a mossberg shotgun. Most urban engagements are less than 100 yards so focus on something that's reliable and combat proven.
