40mm HEDP do only 50mm at 90 degrees vertical angle. Enough to penetrate lightly armored vehicles.

The M1 abrams roof armor IIRC is estimated to be just at 50mm. A small standoff distance, just slightly ticker armor or hitting it at a slight angle would render it ineffective due to it's weak power.
