Chances are it's not the rifle, but the ammo.
Or rather, it being rimfire in lieu of centerfire.
Try taking the "dud" rounds, and handloading them into the rifle, with the struck area opposite the firing pin, and see what happens.

The ammo is federal automatch, which works fine in my 6-7 other .22lrs, but it's very obviously light primer striking it, Barely even a mark, even on the ones that go off.
