IN 1935 not only did the CIA not exist but the concept of spying as we know it today did not really exist until WW2 (and honestly that was the only period where james bond shit really took place) However I think you have two options
Move the setting 20 years ahead. Play the game Alekthene's gun for a good idea of the weaponry and aesthetics of the era. It's not that great of a game but it really does nail the aesthetics of the time period. Generally 1911's, M1 Carbines, Thompsons, and other WW2 surplus were everywhere at this time
Option 2-Keep the time period but scrap the CIA bit. Make it Sicario set in the prohibition era. The FBI assembling a team of WW1 vets, ex cons and maybe even a soviet spy looking to destabilize America (the cold war actually started in 1919 fyi) to go deep into chicago and kick up shit and make noise under questionable moral circumstances
