You are thinking about it from the wrong scale.
Even in a 1500 missile scenario, The Enemy can't nuke everything.
So basically once used, each Silo would do the sensible thing: move to the bunker next door, thats to far away from the silo to be nuked.
If its nuked, then wait for rescue/extraction, or start extraction once the worst surface burn is done.

And then the game is truly on: Since they can't nuke everything, many silos will now basically be communication bases. As will many intact military bases.
And so WW3 will finally enter the war phase.

The guys that fire are the missile are miles distant from the silos themselves, in hardened bunkers. It isn't guaranteed they'll survive, but it's certainly possible.

How would an attack on a GSF airbase work? Would it be a single/multiple air-bursts over the general base, ground-bursts on each of the runways, or a combination of the two?
