Its more circumstantial than to do with competence. In the case of Americans, there's a real mallninja wannabe-operator culture withing SWAT and cops as a whole, so you get ACUs and keffyehs when its not appropriate. On the case of Favela and OMOH or whatever militarized cops, they have an actual chance of getting in regular protracted gunfights, so it makes sense to wear camo (though effectiveness of OMOH blue camo is suspect).

I think it has more to do with whatever is cheapest for a department to get ahold of. Police get the shittiest equipment always, almost anything military quality is a hand me down from the actual military. Sort of like the reason most officers wear black uniforms now is because the government subsidized the purchase of black uniforms in order to have a standard appearance of police

In this case, and in all of Brazil, is less to do with efficiency or usefulness. The camo is simply used for the differentiation and distinction of units. The uniform of our military police is diferent in each state, but camo uniforms are generally used by special commando units or special ops battalions of the military police.
Black is the traditional color of police. Being easily identifiable as a police officer is more advantageous than being able to hide in a bush. People see police every day and accept them as a normal part of society.
They see a SWAT team wearing black, they know somethings up but generally know its just cop shit. When people see guys all Tacticooled out in camo and armor, they start freaking out. They think SHTF and their streets are a war zone. This leads to more crime and panic.
