How conspicuous would a small disposable flashlight containing a single shot .22 be?
Presume it is functional, with a sheet steel exterior, and cannot be disassembled.

For what purpose? Guns aren't death rays and any single shot disguised pistol like that just gives you one hard to aim shot before leaving you vulnerable and the person you just shot able to return fire. The only thing a small single shot or multi barrel multi shot pistol would be good for is a sleeve draw setup that you can reach/draw faster than your main carry gun, and even then having good sites should be a major design point.
