I know that electrolysis applied to salt water releases the chlorine in the salt as chlorine gas. And the oceans are made of salt water.

Basically, find a way to put a giant shit ton of electricity into the ocean, and slowly fill up the atmosphere with chlorine gas.

Well OP that is a complicated question, so lets break it down.
With your target range of 250-300 million Ill assume you are looking at a specific ethnic group rather then a broader global racial group.
So firstly the best thing for genocide is two things, cohesion of the in-group (ie the people getting their hands dirty). If you don't have the social cohesion you cant convince your group to get off their asses, put down the tendies, turn off the tv and run around killing people in stressful conditions.
The other thing is lack of political stability. To get numbers like you want you need total mobilization. It is much easier for someone to hack another human apart with an axe if they don't fear repercussions for it.
So firstly have a group of willing triggermen, arm them, (Preferably with firearms)
Know the targets. Are they modernized urbanites that drive cars, drink coffee and but food from a store? If they are they are a good target. You can drive them from their homes into the hills and many of them will die from exposure and lack of bushcraft skills. If your targets are say, nomads or bush people that will eat anything on 4 legs, it is much harder.
Now lets go with the scenario that you are dealing with the first group if your looking to kill 250-300 million large portions of that population are probably urbanized.

How about automating it? That is, basically create tons of mass graves using machines. And create an automated system when the the machine shoots them in the head, massive conveyor belt carries the body and automated burials. All of this in a hidden classified area.
