Small drones are cheaper because they are slow, short range and light.
This make the propulsion very cheap.
Of course, it's a trade off that can be a problem on some missions.
Ground defense that is powerless against a missile suddently become much more potent.
And the short range means you have to deploy from closer to the enemy.
All while the actual payload will also be smaller than the one a missile is carrying.
They are much more polyvalent than a missile but also much more vulnerable.
The "cheap" way to counter them would be for infantry to shoot them down using small arms saturation fire.
