Omitting the Safe Act for upstate New York is more than reasonable.

I am still on the side of making Westchester the New York City and its borrows and Long Island a separate state. It would be a bumpy start for Upstate but in the long run they'd be far better off. Likely attracting a shitload of companies that want to pay less taxes and be closer to New York City.
