Get your .22's barrel threaded and buy subsonic varmint ammo.

I'd go .17HMR if I were you, but on a budget your .22 will work great.

If you really really want to keep it 100% legal, go for an air rifle. Hell you can buy optics that'll fit both your air gun and your .22.

I wouldn't care less about .22LR (it pretty much killed the damn thing regardless of size), but for airgun pellet, there is a need for proper shot placement since bigger rats would likely shrug off the pellet hit and escape.

Rats can be surprisingly resilient. I shot one at cawadoody knife lunge range and it scurried off only to panic and not escape through the hole it entered. Took another to slow it down and third to mercy kill. Said pellet pistol had an advertised vel of ~500fps. I'd so go for 800fps to avoid the transonic inaccuracy of break-actions and that it's around the max velocity of most pumpers.A mini crossbow will also be powerful enough but not as accurate.

.22 shotshells are worthless for anything other than snakes at point-blank ranges. The rifling in the barrel spreads the tiny shot out into a ring, and it's useless beyond just a couple of feet.

I've tried hunting rats with them, using a Marlin Model 60. Didn't work for shit, so I did some testing and learned about the ring-spreading from the rifling.

Plus, the shot is fucking tiny, and carries hardly any energy at all in the individual pellets. Even if you do successfully hit a rat with a couple, they just jump and then run off.

If you have a .22 and want to quietly hunt rats in a city, get CB rounds.

They won't cycle a semiauto, nor will they feed properly from any tube or magazine - you have to load them by hand, one at a time. But they're quiet as hell, and -DO- kill rats dead.

Their low power makes them shoot low, however, and drop quickly. You've got to get used to that with some practice.
