If you could stop military tech development at any point in time, when would you choose it to plateau?

I'd personally go for the late 80's or the early 2000's.

Military development, yes. Nowadays, most conflicts are either resolved with bombings from artillery/air, or through proxies. Now we're entering the unmanned drone era with both feet, and it's ceasing to be about soldiers with guns to be more about long-range missiles and expendable machines that don't need operators.

Not really. The elite is too detached from normal, peasant life to care about anything that wouldn't directly undermine their power. Sure, there may be one or two good guys, but expecting anything good from any kind of organization is asking to be fucked in the ass.
A few soldiers are seen as expendable and will not stop the government from being trigger happy. That's why nukes are great, they are actual deterrents.

That being said, late 99 would be my sweet spot for time-looped point in history.

I actually played all the main-series' FF games through for the first time within the past 10 or so years, when I found the joys of emulation. FF7 had way better pacing, more interesting world design, and all around was a superior experience than FF6, that while not one of the worst games in the series, was definitely one of the more "meh" 2D titles.
