If outdoors, they likely want to reload, so steel doesn't suit their needs.
If indoors, steel traps generally do not react well against bi-metal or steel jacketed ammo.
I worked at an indoor range and we didn't care about cases, but steel projectiles and AP stuff was no-go.
Steel is magnetic and when you fire a steel bullet you are causing its magnetic field to widen due to the bullet spin which can throw off other people's shots.

most steel cased ammo is bi-metal jacketed, causes damage to the backstops at indoor ranges, they're just being greedy cunts if it's an outdoor range tho.

Happened at the US Glock test range.
There is usually a small amount of unburnt powder after every shot. This can build up, especially in sound baffles, and is a fairly serious risk since it's damaged with most of the deterrent coatings burnt off.
Another large hazard is the fine dust from shot paper targets. Hot steel from bullet jackets will easily ignite this.
