On quickly looking at the Irbis-E, it has the same 120 degree top down azimuth as the F-35s radar. (60 mechanical 60 electronic, the AN-APG-81 is 120 degrees electronic, which is superior due to not needing to physically move the radar)

Yes, in terms of role the PAK-FA program is to produce an air superiority aircraft, so the Russians want its role to be comparable more to the F-22 than the F-35.

In terms of availability however, it is likely that the Russians will sell some sort of PAK-FA based aircraft (not just the joint FGFA program with India) at some point since their defense industry is dependant on exports. This is because domestic Russian demand isn't big enough to sustain an industry inherited from the USSR. In which case the exported F-35 is more likely to encounter a PAK-FA based aircraft than the non-exported less-numerous F-22
