If you want a cheap plinker, get a single-shot .223.
Otherwise, stay out of high-power rifle territory that doesn't shoot milsurp cartridges.

More powerful cartridges are for longer ranged target shooting and killing things bigger than a rabbit/squirrel.

Figure out which .22 LR is your favorite and then sell the others to help pay for a 5.56mm, a 308, a 30--06, or a .270. I suppose you could also get a nugget or SKS

A lot of the Rossi rifles are convertible, i.e. they sell barrel assemblies in a bunch of calibers and you can just slap whatever one you want on.
Google the exact model and find out if it's one of those; if so, grab it and a couple barrel assemblies in calibers you already shoot (or want to), and go for it.

I'm guessing you don't load your own, so ammo will cost you. Academy sports sells single shot .223 rifles with a (probably cheap) scope new for $230. It won't win any competitions, but it'll be fun, centerfire, and cheap as hell to shoot.

.243 is a neat round but i dont think that deal is good enough to jump into. a savage axis in .243 is around $100 more. i think the upgrade in utility, practicality, and even fun is more than worth the price difference.
now, if youre thinking .243 only bc of the rossi, i a .223 bolt action might be better for a budget fun shooter
