When did you realize that stealth is now a first world meme when we have ground radio frequencies in the GHz now? It seems the only remaining nations that have radar in the Khz and Mhz range is middle east and Africa. Even just activating the ECM just gives planes away.

Range? Needs to get there.
Load? Needs to carry enough to be worthwhile
Stealth? Needs to avoid being detected 400km away and simply blown out of the air before it can perform its role.

Speed? If it has all the above to a good enough degree, it isn't needed.

Basically the emitter and receiver are NOT co-located.

First of all you use an existing emitter, say a broadcaster (TV, radio, DAB or even GPS). Use one receiver to get direct signal and a second to get a reflected signal. Correlate and voila: you get a radar.

Present day stealth massively assumes
- radar emitters are used (bi-static systems can use VHF easily)
- emitter and receiver are co-located (or mono-static) whereas a bi-static receiver changes this geometry.

So assumptions fail. You cannot even know you have been illuminated as civilian long standing emitters are used, or signals you cannot turn off like GPS/GLONASS/Galileo/Beidou/Compass

"Slightly better detection" doesn't mean jack fucking shit if there's a system like, say, the AN/ASQ-239 Barracuda that can detect, ID, and map everything transmitting in the battlespace. And anything with slightly better detection of stealth is going to make standard/LO aircraft light up like a christmas tree.
