Difference between personnel issues and overall fleet upkeep for an airframe.

The B52 you linked crashed because of the pilot, not engine/airframe failure. The TU95 issues were not on the part of the pilots, they've been one of the few RuAF pilot slots that actually have tons of flight hours, so those guys are pretty experienced. The issue with the 95's stemmed from a lack of new replacement parts that were normally manufactured in Ukraine.

The only recent fatality from an airframe for the US recently was a Marine Corps legacy hornet which stems from the Marine's lack of modernization.

However overall the US maintains their aircraft and give their pilots far more flight hours than the RuAF, and the Russians suffer more accidents.
