Because Iraq right after the invasion was a clusterfuck. Pic relevant, Bush, Cheney and the rest of the neocons were still under the delusion that everything would just magically transition into a stable demcoracy by itself and wanted to do the whole occupattion on a shoestring. While it can make things more difficult, with culture and language certainly, neighboring countries are not necessarily more welcoming, or any safer for the refugees if they're situated on the doorstep of the place people are fleeing. But either way it's not the vast impediment that people make it out to be, and also there's the simple fact that their country might never get better, we have plenty of examples of that throughout the world. If they're soooooo Western as we've been told countless times, then it should be no problem.

As a matter of fact the main reason they went there was to secure the oil contracts and kill off saddam (who had been a thorn in their ass for 10+ years).

Otherwise the rules of engagement - yeah the place basically became Fallout, and they just had strict orders to be/do certain things, make sure some stuff was secure - NOT engage some other guys perhaps even though they could hit them if they wanted to.

Yknow orders not making much sense, but because they're military they have to follow them.

Also Private Military Corporations (PMCs; aka Mercinaries) such as blackwater were doing alot of shady shit and they were frequently given the kinds of orders that either wouldnt pass muster for US Mil or would be court-martial territory. "Hey go over there and piss those guys off so we can blow their brains out".

Point of fact alot of PMCs died over there and were never talked about. But given the kinds of folks they are, its not like anyone would care. Get your leg blown off? Sorry no medical benefits for you, you're not actually a veteran.
