A bolt action rifle with a skilled marksman behind it (this is the critical point here, it has to be a SKILLED WELL TRAINED, WELL PRACTICED MARKSMAN), is by far the most effective operator in a SHTF scenerio. Anyone who thinks they are going to get in a firefight with the invading army, tyrannical government, mobs of starving citizens, or the zombie apocalypse will be among the first to die.

Think about the DC sniper. No realize the shooter was an untrained inbred shitskin. Imagine if a trained man had that mission.
