If you want a J-frame revolver then first decide what hammer style you want and how you want to carry it. I pocket carry a S&W 442 with a covered hammer and love it. If you want to spend a bit more you could pick up an M&P 340 or S&W 640. Ruger has some pretty good offerings too

I can't recommend that particular model, not because it's a bad gun--it's actually one of my favorites designwise--but because you cannot realistically use its advantages without seriously risking jail time/lawsuits unless you're a cop. Single action is a liability in CC for normal people, because any decent prosecutor will take you to the cleaners if you ever cock your hammer in a defensive shooting.
As far as recommendations go, for your budget, look into the S&W 442, Ruger LCR, or Smith and Wesson 360J (Smith and Wesson's best kept secret). Yes, the 360J has an exposed hammer but it also has a scandium frame without the usual scandium frame markup price.
Stay away from anything that's all steel (they look really nice but are harder to conceal, which defeats the point) or that have a barrel longer than 3 inches (longer barrels can be concealed but not very easily, especially if you live in the South or some other place where it's hot and humid constantly.

Looked it up, and apparently it's based on a case where the guy "Didn't mean to shoot his gun" but he did anyway cause it was in SA.
So, yeah. If you ND after cocking the hammer, they'll ream your butt. But it has no impact on a Self Defence situation.
