It's scarcity also creates a vicious cycle where people think it is never coming back, so buy every bit of it they find, which continues to create the illusion of scarcity and fuel the panic.

It has been very, very slowly coming back, but got rare again nearing the election. With Trump winning, a lot of the panic has subsided and the hoarders are going to try selling their stashes, which alleviates demands in stores.
