Anyone who couldn't be drafted into the army proper, got into "peple's units" like the Volkssturm, which went on top of the already existing National Guard.

So yeah. They gave a rifle to literally everyone who could fight.

Simple: in a situation where they already couldn't keep up with demand, diverting any guns from the military to the civilian market wouldn't help anyone.

Before the war, civilians were encouraged to buy rifles and join shooting clubs, but the government wasn't going to simply give everyone a gun, shit costs money and they were the hardest hit by the Great Depression.

Helmets after the PASGT have been redesigned and are less stalhelm styled. They instead look more like the Fallschirmjäger stalhelm helmets.

For protection, the PASGT which looks the closest to the stalhelm meets the LVL3A standard so the protection is obviously much higher.

Newer US helmets such as the ECH are so much better and can even stop 7.62x39 rounds.
