How do get into marksmanship?
I have access to a very cheap ($35 a year) range that goes up to 300 yards and want to take advantage of it.
What's a cheapish gun to get started with marksmanship?
What are some reference materials to get looking at?
Any tips for a beginner?
I have a mosin, a lever Henry, and 2 scatter guns. The mosin feels like the only thing suitable for it but it's getting expensive to feed for a poor college student.

A .22lr bolt action from Savage or other mfg known for making cheapish, accurate guns. An optic can be had relatively inexpensively. Buy good ammo like CCI standard velocity and practice at 100 yards or more.
The fundamentals are the same as a larger caliber and you can learn the basics of wind and bullet drop at shorter distances.
It would be the cheapest way to go and shooting 22lr past 100 yards accurately is definitely more challenging than a Centerfire.

I have one near me that doesn't require any membership and it's only five dollars per visit per person, and children under 12 get in free.
The range goes out to like 600 some odd yards.

Here in NJ I had to pay $400 capital fee plus %$300 membership fee. It's $300/yr after that. I can volunteer or go to club meetings to chip some of that off but it's fucking cuckdickulous.

Forgot to mention, it does have a 300yrd high power, 200yrd general purpose. 16 pistol/shotgun/.22 pits, 10 clay shooting pits, and a 24/7 indoor section that I just swipe to get into.

Buy a .22 and practice with it. .22lr from a 20" barrel is fairly faithful 1/3rd scale shooting of .308 from a 24" barrel, and will teach you to read wind extremely well while costing you $500 for the rifle, optic, and a year's supply of ammo.

Anything not made by Bushnell, Nikon, Burris, Nightforce, Vortex, Schmidt & Bender, US Optics, Unertl, Zeiss, Swarovski, Sightron, March, SWFA, or Kahles. Anything made by Bushnell that isn't the Elite line. Anything made by Nikon that isn't from the Monarch line.
As a general rule, the more an optic costs the better it will be. There are a small few standout values in the lower price brackets though. For target shooting, the SWFA 10x HD and the Bushnell Elite 3200 fixed 10x are outstanding values for their quality.

Go to an Appleseed. They will get you started. You do not need a semiauto for that, although that is the most common style on the line.
Get a .22 LR. Typical recommendations are a 10/22, Savage Mark II, Marlin 60, or CZ.
CZ or Savage would be my vote.
Glass is whatever you want it to be. A 4x Nikon Prostaff Rimfire is like $125, pretty good at the price. Mueller's APV is good at a similar price for a rimfire rifle, and comes with an AO, which is nice. I am partial to Weavers for rimfire rifles but they are more money.
Do not be afraid to pick up an aftermarket trigger and set it to something reasonable for weight (i.e. not ounces). Good triggers are never bad investments.
My favorite rimfire rifle is a CZ 452 Varmint with a Weaver V16 on top in CZ rings, plus a Rifle Basix trigger. That is my Appleseed rifle, and my squirrel rifle. It is a few ticks better than MOA with CCI Standard, which is plenty good enough to learn on.
A 10/22 is also a strong option but they are moneypits. However, the sky is the limit if you are willing to pay as far as performance & features go.

Seconding the CZ or Savage.
The Savage is a good bit cheaper, the CZ is a good bit prettier. Both will be very fucking accurate. The Savage has the better trigger out of the box, the CZ has several insanely good aftermarket triggers available. If you're lucky enough to find a 453 for sale for under a grand, jump on it. CZ's now-discontinued single set trigger is fucking awesome, and that's the only rimfire it was offered in.
