I'm looking for a pistol cal rifle/carbine under $700 that has the looks of a badass sub machine gun as a range toy. What's out there for me?

What you could do is buy one of those conversion kits you actually put over a handgun, but I can't speak from experience of their reliability as I've never had one of those.
What I can say about actual pistol-chambered carbines though is that I own a cheap Hi-Point carbine in .40 caliber and for as cheap as it is and as bad a rep as Hi-Point has "because cheap", it's honestly never had a malfunction and despite how sort of ugly it is, you get used to it. Its only real downside is how heavy it is. I think it's around the area of 7 lbs. If you want something cheap, start there and work your way up unless that's fine with you. Mine was $235.

what about an AR chambered in 9mm? can get one for about $600ish, if not less if u shop around
That's what I was going to say. I have an AR15 that takes 32 round UZI mags and I love it. Kinda surprised at how much recoil it has. I aint into building but had a friend build it for me and it was about 700 after I added a carry handle and a front grip. It just uses a polymer insert in the mag well to fit the UZI. I think you can get them for Glock mags as well.
Beretta ARX, Draco AK pistol, etc.

CZ Scorpion EVO gets rave reviews. They look cool as hell and I love about everything that has come out of the Zastava plant. I have not shot one myself but I have seen them in the store. Cheapest I seen is about 900 and that's about 300 more then a 9mm AR
