It's not a military branch, it's a uniformed service fuck stick. USCG is the only branch outside of the DoD.

They and the NOAA are not an armed service, are not subject to UCMJ, have no enlisted or warrant members, and only issue commissions so that they can be afforded POW rights if operating outside the USA and interface with the branches they work with everyday.

They may however be militarized under executive order, but that has yet to be seen.

My definition of "military" is all of the uniformed services of a nation. I guess your definition is contained to all of the "armed services" of a nation. I still consider noncombatants a part of the military if they serve it and are uniformed.

Actually it is a "Uniformed Service" the other being NOAA, and then you have the 5 branches of the Armed Forces. PHSCC officers and NOAA officers alike DO sometimes have collateral duty assignments to the other services. For example, since the Coast Guard doesn't have a Medical Corps. all of their doctors come from the PHSCC.
